I know this post is really old (BG3 is releasing this week on PC now lol), but I found that switching from "Fake Fullscreen" (default setting that I had) to "Fullscreen" under Video settings resolved the issue with blurry text on Vulcan. This comes at a slight cost to 1% lows, which are as much as 7-12% lower with DX11.
